Throughout the country, a bleak landscape of disorder and brutality is pervasive. A diverse array of criminals, ranging from terrorists, insurgents, separatists, bandits to religious extremists, perpetrate a wide spectrum of violent acts. These include kidnappings, theft, homicides, sexual assaults, and trafficking in both humans and narcotics, as well as indiscriminate killings. Achieving victory in the battle against terrorism and insurgency is a critical strategic goal for our development agenda. The following policy initiatives will be among those receiving my utmost focus and attention, among others:

Implement Policy for Smart Counterterrorist, Counterinsurgency and Counter-Separatist Strategies: My administration will establish a comprehensive policy to develop and implement effective counterterrorist, counterinsurgency and counter-separatist strategies. This will involve a thorough understanding and application of tactical, operational, and strategic approaches necessary to counteract and resolve asymmetric warfare challenges posed by terrorist, insurgent and separatist movements. The policy will aim to rectify the current lack of meaningful success, ineffectiveness, and slow progress in existing political-military actions against these criminal groups.

Establish an Integrated Approach to Conflict Resolution: We will implement a policy that synergizes political, economic, social, and military resources to foster negotiated settlements with terrorist, insurgent and separatist groups. This policy will include stringent measures to identify, trace, and bring to justice the sponsors and financiers of such groups, ensuring they face appropriate legal consequences for crimes against the people of Nigeria.

Win Hearts and Minds: In addition to the above policies, my team will initiate a policy focused on winning the hearts and minds of the populace, especially the youth, to deter them from joining terrorist and insurgent networks and separatist movements. This will involve collaboration with state and local governments, traditional rulers, and religious organizations to address root causes such as poverty and unemployment. The policy will encompass social welfare programs and vocational training initiatives aimed at youth engagement and empowerment.

Enforce Zero Tolerance for Collusion with Terror Outfits: As a top priority, my administration will enforce a strict policy against any state, organization, or individual found collaborating with terrorist, insurgent and separatist groups. Such entities will be classified as enemies of the state and will face charges of treason. Those found guilty of treason will face the death penalty. Additionally, punitive measures including the withholding of federal funds will be applied to states found complicit in such activities.
