It acknowledges the enduring spirit of millions of our fellow citizens who suffer adversity, the orphans, the homeless, the hardworking, the unemployed, and the 20 million out of school children deprived of education. This Covenant shines as a ray of hope amidst their tribulations.

To the farmers and herders, teachers and healthcare workers, entrepreneurs and business heroes, this Covenant recognizes your invaluable contributions. To the police officers and military personnel safeguarding our nation, to the destitute dwellers of our shantytowns from the slums of Aba to the ghettos of Zaria, and to our future generations who will inherit our legacy, this Covenant commits to creating a better Nigeria for you.

More than a mere promise, this Covenant is a vow to transform Nigeria into a nation where fundamental needs – clean water, electricity, healthcare, education, food security, housing, employment, equal opportunity and justice – are realities, not distant dreams. It envisions a Nigeria where every voice matters, every life is cherished, and every dream is nurtured and realized. Committed to addressing poverty, unemployment, inflation, insecurity, revitalizing infrastructure, and fostering economic growth, this Covenant focuses on the welfare and security of our citizens.

Central to this Covenant is an unyielding battle against the deep-seated issues plaguing our nation – corruption, oil theft, tax evasion, an ineffective judiciary, an overextended and expensive federal bureaucracy, and pervasive tribal and religious biases. These are significant obstacles impeding Nigeria’s progress. Under my stewardship, we will adopt a zero-tolerance approach: anyone, irrespective of their social standing, found guilty of corruption, oil theft, tax evasion, insurrection, terrorism, or drug and human trafficking, will face the ultimate penalty of death.

Our resolve is unshakable: we aim to completely root out terrorism, insurrection, corruption, oil theft, reclaim assets that have been illicitly acquired, and enforce severe penalties as a deterrent. This decisive action is crucial to maintain the integrity and stability of our nation and to ensure a just, prosperous future for all.

Facing Nigeria’s pressing debt crisis, my administration is resolved to act decisively. We will end the detrimental cycle of borrowing and spending, implement substantial cuts in government expenditure, boost internal revenue, and strive for a balanced budget. The introduction of the Nigeria Renewal Bond and progressive taxation policies will mark a new era of fiscal responsibility and inclusivity in national development.

Our commitment lies in developing a dynamic, efficient, and export-driven economy, anchored in innovation and entrepreneurship, economic liberalization, and the cultivation of an environment conducive to investment. We aspire to achieve full employment, driven by ongoing economic growth and targeted investments in key sectors such as education, innovation, agriculture, and infrastructure.
