The leadership required is one with a clear vision and determination, skilled enough to unify the nation, eliminate corruption, upgrade infrastructure, revive the economy, enhance national security, and better the lives of citizens. To disrupt the ongoing pattern of corrupt leadership, it is essential that both political party leaders and the electorate are enlightened and discerning. They must be able to differentiate genuine leaders from those who merely masquerade as such.
As the leader of the Great Nigerian Renewal Movement (GNRM), I will deploy a significant number of volunteers (boots on the ground) across all 774 Local Government Areas (LGAs) to launch a critical initiative focused on extensive voter education in every community and LGA. Our four pivotal strategies to empower voters in making informed decisions when choosing their political leaders include:

Addressing the Problem of Corruption and Oil Theft
Strategic Imperative: Eradicate Corruption and Stop Oil Theft
Previous administrations have consistently neglected to tackle this entrenched problem, leading to the widespread penetration of corruption across all sectors of the nation, including economics, education, the judiciary, and religion. Corruption stands as a significant barrier to conducting business in Nigeria and urgently requires addressing. I am convinced that implementing policies effectively is impossible without first addressing the widespread corruption afflicting our nation.
My administration will prioritize combating corruption. My team will embark on a series of key strategic initiatives aimed at addressing the problem of corruption and oil theft in the nation:
Revamp Anti-Corruption Agencies: The existing Nigerian laws are ineffectual, and the judiciary is mired in corruption, often manipulated by claims of ethnic or religious victimization and the allure of money. My administration will bypass this flawed system by dismantling the Economic and Financial Crimes Commission (EFCC). I will establish a dedicated tribunal, the Special Corruption Tribunal (SCT), specifically for the adjudication of corruption-related cases.
Overhaul the Nigerian National Petroleum Corporation (NNPC): The NNPC currently lacks transparency and is plagued by corruption and inefficiencies. As president, I will initiate a comprehensive audit of the NNPC, examining every aspect of its operations. Following this, the NNPC will be restructured, leading to its eventual dissolution. A new, independent entity will be created, which will report directly to the Ministry of Finance and the Office of the President, ensuring greater accountability and efficiency in managing Nigeria’s petroleum resources.
Institute the Death Penalty for Those Found Guilty of Corruption. I’ve concluded that severe penalties are essential to deter corruption. I will push for and enact the death penalty for individuals convicted of corruption. My objective is unwavering: to cleanse our system of corruption, return stolen assets to their rightful Nigerian proprietors, and ascertain that perpetrators of corruption incur the most severe penalties — the death sentence. The possibility of a death sentence serves as a powerful deterrent. Once the risks of corrupt activity heavily outweigh the benefits, those contemplating wrongdoing will reconsider the cost-benefit calculus and opt against it.
Institute the Death Penalty for Oil and Petroleum Product Theft: My administration is committed to deploying the full strength of the federal government, including advanced technology and extensive surveillance, to tackle the issue of oil theft, which is a crime against the Nigerian people. We will enforce the death penalty, ensuring that anyone found guilty of oil theft will be subject to the most severe penalty under the law, without any exceptions.
Implement Advanced Monitoring Technology Systems: We will introduce Blockchain Early Warning Systems (BEWS) to meticulously monitor funds movement across national core revenue and expenditure platforms. BEWS will monitor financial flows within Nigerian financial and governmental bodies, coordinating with international intelligence agencies and financial institutions round the globe and locally. This system will be integrated with global anti-corruption mechanisms in EU, USA and Asia.
Strengthen Real Estate Transparency: To counteract real estate money laundering, my administration will implement transparency in beneficial ownership during company incorporation and personal property deals. Beneficial owners will be mandated to substantiate the origin of funds used in property acquisition and this should be consistent with their tax return declarations. Existing properties will require new declaration and reregistration.
Promote Integrity among Officials: A “no pocket policy” will be endorsed for uniforms of police officers and customs officials at all points of entry to deter any possible illicit activities.
Create a Whistleblower and Surveillance Network: In areas prone to financial malpractices and bribery, we will set up a network of confidential informants and highly effective surveillance networks. These whistleblowers will be properly trained and motivated through incentives to report suspicious activities. We will legally surveil those entrusted with making financial decisions and managing the nation’s resources, assets and projects.

A quarter of our oil revenues, 25%, will be channeled towards stimulating an innovation-centric entrepreneurial economy. Out of this, 10% will provide exit venture funds for all individuals completing certified apprenticeship programs, while the remaining 15% will act as venture capital for groundbreaking entrepreneurial endeavors.
Revamp Apprenticeship Model: The established Igbo Apprentice System will be modernized and institutionalized, with ample financing ensuring that apprentices can venture into their own businesses post-certification. Proven apprentice graduates will receive full-fledged support to transition from micro-enterprises to larger industrial setups.
Implement Incentive Structures for Talent and Innovation: Under my leadership, we will develop tangible incentive structures to attract and retain talented, inventive individuals. Streamline and Decentralize Corporate Registration: Registration or incorporation of businesses and organizations will be entirely online or available at Local Government Areas in all states. Provided that all necessary digital documents are prepared, the entire registration and payment process should not exceed 20 minutes. The need to travel to Abuja for business incorporation will be eliminated. The Corporate Affairs Commission (CAC) will transition to a dedicated office serving businesses within the Federal Capital Territory (FCT).
Implement Nigeria Enterprise Formalization Initiative (NEFI): This policy aims to formalize the vast array of underground businesses operating in Nigeria’s shadow economy. I recognize the critical role these enterprises play in our national economy and the livelihoods of our citizens. To this end, my administration will implement streamlined registration processes, offer financial incentives, and provide access to affordable financing to these firms. Our approach includes educational programs to raise awareness about the benefits of formalization, such as legal protection and access to larger markets. We will also work to reduce bureaucratic barriers and create a supportive regulatory framework that encourages these businesses to transition into the formal sector. Implement and Promote “Make In Nigeria” as Domestic Manufacturing Strategy: The “Make In Nigeria” initiative is a comprehensive policy designed to transform Nigeria into a key hub for design and manufacturing on the global stage. Through the Make In Nigeria initiative, our goal is to not only boost Nigeria’s economy but also to establish the nation as a leader in innovative design and manufacturing, recognized globally for quality, creativity, and sustainability. This initiative will focus on several critical areas:
Promote Competition in the Economy: Achieving the required economic growth to cater to our growing population and guarantee broad-based, lasting prosperity will depend on fostering an open and competitive economy. For small businesses and farmers, a free market environment will offer a wider selection of suppliers and major buyers, resulting in increased profits that can be reinvested back into their businesses. Entrepreneurs will benefit from the freedom to explore, innovate, and develop the new ideas that are crucial for driving economic progress and enhancing our quality of life. Additionally, for consumers, this approach will translate into a greater variety of choices, improved quality of goods and services, and more affordable prices.
Combat Monopoly and the Excessive Concentration of industry: Addressing issues such as market power abuses, unfair competition, and the detrimental impacts of monopoly and monopsony, particularly in sectors like commodity markets, agriculture, and the telecom industry, will be a key area of focus for my administration in our pursuit of a more free and liberated market. Our team’s thorough analysis has pinpointed monopolistic entities in critical commodity sectors, including cement, fertilizer, industrial chemicals, farm machinery, and agricultural markets. We are committed to putting an end to these unjust market practices. Our strategy includes dismantling the patronage-based economic policies that facilitate monopolistic practices within our economy, ensuring fair competition and market accessibility for all players.
Privatize Government-Operated Ventures and Businesses: The federal government should not be in the business of running business enterprises. The deteriorating state and financial drain of the four state-operated refineries serve as a prime example that government involvement in such industries is not viable. Consequently, my administration will embark on the privatization of these refineries and other state-run businesses, recognizing the inefficiency of government management in these sectors. We will ensure a transparent, market-oriented privatization process for all government-owned entities. This approach will starkly contrast with past privatizations, which were often driven by patronage and benefited only a select few. Should the current administration proceed with privatization in a manner that lacks transparency and integrity, my administration will conduct thorough investigations and take necessary measures to recover any economic value that was compromised in such transactions. Our commitment is to a fair and equitable process that differs fundamentally from previous practices.
Enact Compassionate Capitalism Approach: We will adopt a compassionate capitalism approach, which combines the efficiency of the free market with support mechanisms for hardworking Nigerians. This policy would include paying workers a decent living wage and implementing programs for gainsharing to assist individuals in overcoming poverty while promoting self-reliance and economic participation.
Pivot Gradually from Oil: Under my leadership, the nation will gradually transition from an oil-dependent economy towards one propelled by entrepreneurship and innovation. Excessive reliance on crude has left our country vulnerable to boom and bust cycles. A renewed policy framework will champion entrepreneurship, providing an ecosystem where startups and Small and Medium-sized Enterprises (SMEs) flourish. Prioritizing investments in foundational and applied research, technical skill development, and continuous workforce upskilling will be central to my economic agenda.
De-foreignize Natural Resource Extraction: A commitment to 100% de-foreignization of extractive industries is on the horizon, banking on Nigerian expertise to oversee the majority of these ventures.
Addressing the Problem of Soaring Inflation
Strategic Imperative: Reduce Inflation
Inflation is projected to stay elevated in the coming years due to the failure of both current and past administrations to tackle its root causes effectively. My administration will promptly launch a series of high-priority strategic actions aimed at addressing the problem of high inflation:
Implement Monetary Policy Shift: The Central Bank of Nigeria (CBN) will employ a rigorous quantitative tightening approach to decrease the volume of money circulating in the economy. In addition to other policy instruments, the CBN would have to raise interest rates to curb inflation. Higher interest rates will reduce consumer spending and business investment, slowing down the economy and reducing inflationary pressures. However, this will be balanced against the risk of slowing economic growth too much.
Regulate Monetary Overflow: My team will be committed to ending the government’s habit of borrowing from the CBN, a practice that stokes inflationary pressures. The Central Bank will not be used as a convenient financial reservoir to print more money.
Unify exchange rate systems: Under my administration Nigeria will operate one exchange rate market. We will kill the parallel market. We will freely float and rescue it from the CBN intervention.
Reduce counterfeit currency: My administration is committed to the stringent reduction of the circulation of counterfeit currencies, both domestic and international, that are currently estimated to be in substantial quantities outside the formal banking channels.
Ensure Fuel Affordability: By setting an inflation-adjusted standard pricing for fuel, its affordability for the average Nigerian will be ensured.
Implement Fiscal Responsibility and Government Spending Control: Under my administration, the government will achieve balanced budget and fiscal discipline by reducing unnecessary expenditures and focusing on essential services and infrastructure. This will help lower the budget deficit and reduce the pressure on domestic prices. Additionally, better management of public funds, including reducing corruption, will lead to more efficient government spending. However, this time will be different. Strong infrastructure is the cornerstone of my economic strategy, as achieving optimal economic performance is impossible without it. To ensure focused attention on this crucial area, a dedicated Infrastructure Czar will be appointed, who will report directly to me. My team will initiate a series of crucial strategic actions focused on tackling the issue of poor infrastructure, especially providing affordable and consistent electricity supply 24/7. Here are the concrete strategies we will deploy to achieve top grade infrastructure:
Invest and Develop Smart Infrastructure: My administration will earmark 20% of the oil revenues for the construction of critical economic infrastructure, encompassing security, steady supply of electricity, integrated transportation modes, expansive ICT bandwidth, and robust water resources. For instance, addressing and resolving the issue of electricity shortages will be the foremost objective of my administration during the initial four-year term. To meet our electrical energy needs, a high volume of production must be achieved. My administration plans to generate over 30 GW of electricity to meet current and future projected demand.
Build More Gas-powered Power plants: My administration will commission six new gas-powered generation systems in strategic locations where the economics is advantageous and supply of gas is efficient. This additional electricity generation will bridge the current supply-demand imbalance. We will use our abundant gas reserves to generate electricity rather than flare it and pollute our environment.
Improve productive capacity of existing generation assets: There is 15 gigawatts (GW) of electricity generation capacity. However, it currently produces only about 5GW. My administration will invest to improve operational efficiency, reduce transmission loss and maximize the productive capacity of existing generation plants.
Introduce Efficient Power Usage and Payment System: My government will implement Smart Electricity Meters coupled with digital payment infrastructures and ensure that consumers receive constant supply and pay for the amount of electricity they use.
Support State and Local Government Consumer-Owned Utilities: My team is dedicated to championing the establishment of consumer-owned utilities (COUs) for electricity and water services in regions where it makes economic sense. With this structure, the control of utilities rests in the hands of the consumers rather than in the portfolios of private investors or under federal government jurisdiction. Our research into several developing economies indicates that this model can provide reliable and cost-effective services. These consumer-oriented utilities would function as non-profit entities, guided by a democratically elected board and managed day-to-day by professional management firms.

Implement Competency–based Education: My administration is committed to promoting and advocating for competency-based education. This educational approach prioritizes and assesses students’ understanding of a topic by their ability to exhibit their knowledge and skills. The emphasis is on students proving their comprehension and the practical application of their learning through assessments that confirm their deep understanding of the content, as opposed to mere rote memorization of facts.
Teacher Training and Development: We will invest in the continuous professional development of teachers to enhance their teaching methods and subject matter expertise.
Inclusive Education: Return 20 million out-of-school children back to the classroom: We will ensure that all students, regardless of their background, have access to quality education, including the integration of special needs education. It is deeply distressing that 20 million school-aged children in our country are not in school. Addressing this is a top priority for my administration. We plan to enroll these 20 million out-of-school children nationwide, offering free transportation, two meals a day, and complimentary tuition and textbooks. We will designate an Enrollment Officer in each Local Government Area (LGA) to head a team of local recruiters. This team will collaborate with parents, religious and community leaders, and schools to enroll out-of-school children. Furthermore, we will work with state and LGA authorities to prohibit underage marriages and child labor.
Industry and Academic Collaboration: We will foster partnerships between educational institutions and industries locally and overseas to provide practical, real-world, immersion experiences for students.
Technology Integration: We will incorporate technology into the education system from primary school all the way to universities to facilitate innovative teaching and learning methods.
Emphasize Career and Technical Education (CTE): In response to the growing need for craft skills, my administration will create additional career and technical education (CTE) programs. These Technical School programs will be designed to equip students with the specialized skills required for modern careers, setting them on paths toward professions in sectors like data analytics, digital services, artificial intelligence systems, engineering and medical technology, construction technology, customer service, and more. My administration will build state-of-the-arts technical schools or modernize exiting ones in all LGAs.
Relentless Focus on Entrepreneurial Apprenticeship: Our strategy includes adopting the renowned Igbo apprenticeship system, augmenting it with our technical education in classroom settings. This approach is designed to equip graduates with robust entrepreneurial skills and relevant technical abilities, enabling them to start their own businesses and evolve into employers. They will receive backing from both my administration and private investors in this endeavor. My administration will eliminate all initial business registration prerequisites and offer access to startup capital at minimal interest rates, without the need for collateral. This startup loan will be subject to repayment.
Revamp Federal Universities: We will put forward a strategy to assess universities based on academic and research excellence and student readiness, allocating federal resources only to those that meet the established criteria. Regulatory measures will be employed to oversee educational bodies and optimize the number of universities.
Grant Academic Excellence Scholarships: Scholarships based on merit will be granted to outstanding students who qualify for studies in STEME (Science, Technology, Engineering, Mathematics, and Entrepreneurship) disciplines, crucial for national strategic development.
Establish Robust Student Loan Program: Students who are not eligible for merit-based scholarships will have the opportunity to participate in a federal education loan program, which provides full funding for their education at consistently low interest rates. The yearly repayment amount will be determined by their income once they are employed.
Provide Real Free Education: All eligible citizens attending public schools will receive tuition-free education from primary level through to Senior Secondary 3 (SS3). This initiative ensures the elimination of additional fees that schools currently impose.

We understand the pivotal role teachers play in shaping the future of our nation, and it is imperative that their efforts and achievements are fairly acknowledged and rewarded. This policy will include a comprehensive evaluation system to identify and assess high-performing educators, followed by a structured compensation plan that offers competitive salaries, performance bonuses, and career advancement opportunities. Our nation’s survival hinges on every penny we can muster from internal sources. Unfortunately, the government’s performance in collecting what it is rightfully owed has been dismal. For too long, wealthy individuals and corporations have been allowed to understate their incomes and revenues. Most businesses operating within the informal or underground economy typically do not pay taxes. Tax evasion has become rampant, and the taxes that are paid suffer from a lack of accountability within the tax agency. Such financial negligence ends with my administration. I will ensure that everyone, every entity, contributes their fair share.
My administration will spearhead a formidable team of experts, dedicated to implementing strategic initiatives to significantly boost our internal revenue generation. We will enforce stringent tax compliance, close loopholes, and enhance the efficiency and transparency of our tax system, ensuring a robust financial foundation for our nation’s future.
Implement Progressive Taxation on the Rich: The Personal Income Tax rate for top earners will be revised progressively from 24% to 45% for those earning N100 million and above per year.
Increase Capital Gains Tax Rate: We will raise the capital gains tax from 10% to 15%.
Adjust VAT Rate: The VAT rate will be elevated from 7.5% to 10%.

The persistent policy of borrowing, spending and looting, a legacy of both the current and previous administrations, has brought our nation to the edge of financial ruin. This unsustainable approach will cease under my administration. We will implement prudent fiscal policies to restore financial stability and ensure our nation’s economic health and sustainability.
Achieving a balanced budget requires political will, public support, and sometimes difficult decisions that may involve cutting popular programs or increasing taxes. As a fiscal conservative, my administration will enforce discipline in our budgetary system, keep debt servicing costs within manageable limits, control inflation, manage balance of payment, reform and unite the exchange rate regimes, reduce corruption and wasteful government expenditure, reduce vulnerability in the economy, and generate additional revenue.

Operating our government incurs exorbitant costs. The federal bureaucracy has become excessively large, leading to a situation where non-debt recurring expenses, predominantly personnel costs amounting to N9.92 trillion, accounts for more than 36% of the national budget for 2024.
We had to borrow N9.18 trillion to feed this beast. This not only strains resources but often leads to corruption and inefficiency. On a per capita basis, we outspend many countries in maintaining an oversized government bureaucracy and a dysfunctional national assembly, both of which offer minimal benefit to the Nigerian populace.
My leadership will focus on significantly downsizing the government and reducing the expenses associated with running this bloated bureaucracy and the national assembly. This shift will enable states to independently manage key aspects of their economies, from attracting foreign direct investment to securing loans for economic development projects and building economic system and industrial infrastructure to grow and sustain their economy.
This decentralization will not only promote regional economic growth but also encourage states to tailor their economic strategies to their unique needs and potentials. By stepping back, the federal government will foster an environment where states can innovate, experiment, and implement policies that best suit their economic objectives and challenges. This approach is crucial for a more balanced and diversified national economy, where each state’s strengths are maximized and weaknesses addressed effectively.
Accordingly, my administration will prioritize the devolution of certain federal government powers to states to guarantee autonomy in economic development, resource ownership and aspects of law enforcement. The following initiatives will be actively pursued by my administration:
Champion Competitive Federalism My government will promote a system of Competitive Federalism, emphasizing regional economic independence. Each region will specialize in its unique strengths (comparative advantages):
Establish Regional/State-Level Law Enforcement: This initiative will see regions/states taking the lead on local criminal issues, establishing their own policing bodies like state police or highway patrol units. Region/state-specific law enforcement will enforce the varied and distinct laws of each state and the federal laws in their states. Regions/states will have the power to legislate on a wide range of issues that are not specifically reserved to the federal government by the Constitution, such as public safety, and most criminal laws. The federal government will be responsible for enforcing national laws and will handle issues that cross regional boundaries or affect the country as a whole. It will deal with areas such as, terrorism, interregional crime, and issues that concern the constitutionality of laws and the protection of the rights of citizens.
Establish State Control Over Natural Resources: Following the attainment of sufficient state economic independence, the subsequent step will be the autonomy of states regarding rights to natural resources. States will have ownership of onshore and offshore oil and gas reserves and minerals deposits within a 3-nautical-mile (5.6 km) radius from the shore, encompassing areas such as swamps, deltas, and wetlands. Beyond this 3-nautical-mile limit, the Federal government will maintain jurisdiction over minerals located on and beneath the seabed in offshore and deep water areas. This means that each state will possess considerable authority over the natural resources located within its boundaries, such as oil and gas, metals, minerals, and water. States that are rich in natural resources will remit a resource value tax to the federal authority to support initiatives of national interest and common interest programs, including payment of the Citizen’s Dividend Payout program.
Offer Assistance to Fortify Less Developed States: Recognizing that not all states possess the necessary technical and administrative workforce or the economic framework to immediately thrive upon the commencement of state economic autonomy, my administration will extend technical assistance to these less developed states to ensure their stabilization.
Minimize the Potential for Economic Disruption: My administration will develop and implement risk mitigation strategies to ensure that this autonomous and competitive approach among states enriches rather than diminishes our national cohesion, avoiding economic and social disparities and supporting our federal objectives.

Corruption and inefficiency in our judiciary significantly undermine the rule of law and the foundational principles of our evolving democracy. Common forms of judicial corruption include bribing judges, inappropriate political interference, favoritism, and the improper use of judicial discretion. These malpractices not only undermine the impartiality and fairness of judicial decisions but also greatly erode public trust in our legal system. This crisis shakes the core of justice and equality, which are the bedrock of our democratic society.
Addressing corruption and ineffectiveness in our judiciary requires a multifaceted approach. My administration will develop and implement the following changes:
Strengthen Judicial Independence: We will implement policies that safeguard the judiciary from political interference. This will include a transparent and merit-based process for the appointment of judges, and ensuring the judiciary has control over its budget and administration.
Enhance Transparency and Accountability: My administration will implement initiatives to increase transparency in the judicial system. This will include making court proceedings and decisions accessible online and permitting cameras in certain courtrooms during trials. These steps are aimed at fostering greater openness and public trust in the legal process. We will establish an independent body to oversee and investigate complaints against judicial officers to promote accountability.
Improve Judicial Training and Resources: We will provide continuous professional development and training for judges and court staff on ethics, legal developments, and case management. Additionally, we will ensure courts are adequately resourced with the necessary infrastructure and technology to enhance efficiency.
Implement a Strong Anti-Corruption Framework: We will enact strict anti-corruption laws, gift disclosure and regulations specifically for the judiciary, along with rigorous enforcement. This includes conflict of interest policies, asset declaration requirements for judges, and severe penalties for corruption, including the death penalty.
Promote Public Engagement and Legal Literacy: We will encourage public participation in the judicial process and increasing legal literacy among citizens to foster a culture of accountability. Nigeria’s health care system is in a dire state, with a vast majority of our population lacking access to even basic medical facilities. This has resulted in one of the highest infant mortality rates globally. For the few who can access healthcare, the costs are often exorbitantly high. The stark disparity in our healthcare system, marked by significant differences in access and quality of medical services across regions and social classes, poses a grave challenge.
Under my leadership, we will embark on a series of key strategic initiatives aimed at addressing the challenge of inadequate healthcare system in our nation:
Ensure Universal Health Care Access: I am steadfast in my conviction that access to health care is an inalienable right. My administration is committed to making certain that every citizen of Nigeria has the right to obtain quality healthcare services without being hindered by economic barriers.
Establish 1000 State-of-the-Art Health Facilities: My government will take on the project of constructing 1000 cutting-edge health care facilities across the Local Government Areas (LGAs), with a total of 774 LGAs to be covered. Areas with higher populations will receive multiple facilities. These Modern Healthcare Facilities (MHFs) will offer subsidized health services of superior quality, with the scale of fees adjusted on the basis of family income.
Implement Health Insurance Coverage: Government-funded health and dental insurance will be made available to eligible Nigerians, facilitating access to top-tier health care throughout the nation. The eligibility for these benefits will be determined by evaluating household income.
Fund Scholarships for Health Care Education: In an effort to fortify the health care system with skilled professionals, my administration will award full scholarships to students who are committed to remaining in Nigeria and dedicating 15 years of service to our communities after completing training.
Reduce Medication and Equipment Costs: To make health care more affordable, my administration will establish a strategic sourcing office tasked with negotiating lower prices for medications with leading pharmaceutical companies. The discounted drugs will then be distributed across the 1000 MHFs.
Encourage Domestic Pharmaceutical Production: Embracing the “Make In Nigeria” initiative for pharmaceuticals, my administration will offer financial incentives to drug manufacturers within the country that are able to produce affordable medications, thus bolstering our self-sufficiency and supporting local businesses.

Throughout the country, a bleak landscape of disorder and brutality is pervasive. A diverse array of criminals, ranging from terrorists, insurgents, separatists, bandits to religious extremists, perpetrate a wide spectrum of violent acts. These include kidnappings, theft, homicides, sexual assaults, and trafficking in both humans and narcotics, as well as indiscriminate killings. Achieving victory in the battle against terrorism and insurgency is a critical strategic goal for our development agenda. The following policy initiatives will be among those receiving my utmost focus and attention, among others:
Implement Policy for Smart Counterterrorist, Counterinsurgency and Counter-Separatist Strategies: My administration will establish a comprehensive policy to develop and implement effective counterterrorist, counterinsurgency and counter-separatist strategies. This will involve a thorough understanding and application of tactical, operational, and strategic approaches necessary to counteract and resolve asymmetric warfare challenges posed by terrorist, insurgent and separatist movements. The policy will aim to rectify the current lack of meaningful success, ineffectiveness, and slow progress in existing political-military actions against these criminal groups.
Establish an Integrated Approach to Conflict Resolution: We will implement a policy that synergizes political, economic, social, and military resources to foster negotiated settlements with terrorist, insurgent and separatist groups. This policy will include stringent measures to identify, trace, and bring to justice the sponsors and financiers of such groups, ensuring they face appropriate legal consequences for crimes against the people of Nigeria.
Win Hearts and Minds: In addition to the above policies, my team will initiate a policy focused on winning the hearts and minds of the populace, especially the youth, to deter them from joining terrorist and insurgent networks and separatist movements. This will involve collaboration with state and local governments, traditional rulers, and religious organizations to address root causes such as poverty and unemployment. The policy will encompass social welfare programs and vocational training initiatives aimed at youth engagement and empowerment.
Enforce Zero Tolerance for Collusion with Terror Outfits: As a top priority, my administration will enforce a strict policy against any state, organization, or individual found collaborating with terrorist, insurgent and separatist groups. Such entities will be classified as enemies of the state and will face charges of treason. Those found guilty of treason will face the death penalty. Additionally, punitive measures including the withholding of federal funds will be applied to states found complicit in such activities.
Addressing Poverty and Economic Inequity

It’s profoundly troubling that in a country rich in oil resources, an alarming 63% of our population endures extreme poverty, lacking basic needs, while a small fraction, just 5%, controls 90% of the nation’s wealth. Such stark inequality is intolerable, and my administration is dedicated to changing this story. We plan to implement a wide range of targeted strategies aimed at eradicating poverty and promoting equal opportunities for all Nigerians. Below are some of the primary measures we intend to take:
Appoint an Anti-Poverty Czar: Upon taking office, I will immediately designate an Anti-Poverty Czar who will be tasked with the mission of reducing poverty across the nation, with special attention on the elevated poverty levels in the Northern states. This Czar will report direct to me.
Establish Federal Welfare System: On my first day in office, I will initiate a federal welfare initiative aimed at diminishing poverty among our nation’s elderly, disabled, and impoverished citizens. This program will encompass a basic supplemental income, provision of food assistance, access to affordable housing options, and comprehensive healthcare coverage at no cost. Of course, this program will be means-tested—only those within certain low household income will qualify.
Implement Citizen’s Dividend: Recognizing that every Nigerian inherently holds a share in the nation’s natural resources, my administration will designate 10% of the yearly oil profits to the Citizen’s Dividend Payout Program. This initiative will provide monthly dividends to households, the value of which will depend on the yearly revenue generated from natural resources. Each qualified recipient will be entitled to this benefit, regardless of other sources of income. Nigerians’ well-being will always be my priority.
Assure Fair Remuneration: A National Minimum Living Wage (NMLW) of N150,000 will be introduced, ensuring every working individual in Nigeria receives a fair and livable wage.

Across all levels of society, from ordinary citizens to high-ranking officials in the National Assembly and the Presidency, there is a noticeable lack of commitment to fundamental societal norms and values like self-control, self-discipline, decency, and restraint. This pervasive culture of indiscipline manifests in various forms, including disrespect for authority, government property destruction, neglect of duty, public indecency, traffic rule violations, and queue-jumping. Such behaviors are antithetical to the principles of a thriving democracy.
To address this, my administration is determined to confront and overcome the challenge of indiscipline, recognizing that it is critical for the health and progress of our democratic society.
We will initiate these policies and processes aimed at establishing and reinforcing common behavioral standards within our communities:
Prioritize and Promote Discipline: We will propose the creation of the National Commission Against Indiscipline (NCAI). Additionally, religious, civic organizations, and schools across the nation will be encouraged to instill and reinforce discipline, addressing this widespread culture of indiscipline.
Champion Family-based Discipline: Discipline starts in the family, with parents playing a crucial role in teaching their children disciplined behaviors and habits. My administration will work with communities and families to help them instill a sense of discipling in their children beginning in the home.
Partner with Religious Organizations and NGOs: Additionally, we will partner with religious institutions and NGOs to contribute significantly to promoting and practicing disciplined lifestyles in their faith traditions and society in general.
Strengthen Law Enforcement and Judicial Systems: This involves enhancing the capacity of law enforcement agencies to effectively uphold our laws and norms. We will train the police and other law enforcement personnel in professional conduct, ethical standards, and community engagement is crucial. Additionally, we will ensure that the judicial system is efficient, transparent, and fair in dealing with violations and reinforce a sense of justice and discipline in our society.
Implement New Community Engagement Programs: In every LGA, my administration will implement programs that encourage community participation in maintaining discipline and order. These can include approved and legitimate neighborhood watch programs, community policing initiatives, and local councils where citizens can voice concerns and collaborate with law enforcement to address issues of indiscipline.
Launch Educational and Awareness Campaigns: Education is key in fostering a disciplined society. We will work with states and local schools to design and integrate civic education into school curricula to teach students about laws, rights, responsibilities, and the importance of discipline in society. Public awareness campaigns will be implemented and used to educate the broader public about the values and benefits of discipline.
Enact Public Policies on Behavior and Conduct: My administration will enact and enforce laws and regulations that clearly define acceptable and unacceptable behaviors in public spaces. This can include ordinances on littering, public disturbance, traffic rules, and other aspects of public conduct. It’s important that these laws are applied uniformly and fairly across all sections of society.
Establish Rehabilitation and Reintegration Programs: For those who have violated societal norms or laws, we will establish rehabilitation and reintegration programs to reintegrate them into society and promote discipline.
Addressing Tribal Prejudice
Strategic Imperatives: Reduce Deleterious Effects of Tribalism
Since gaining independence, tribal biases have persistently shaped political choices, governance, and the allocation of resources, frequently overshadowing merit and the broader national interest. This has led to a fractured national identity, where allegiance to tribe often outweighs the collective welfare of all citizens. As long as tribalism continues to be a major influence in our society, economy, and politics, our nation will face challenges in achieving its potential as a unified and prosperous entity.
Tackling the harmful impact of tribal prejudice in our nation is of utmost importance. In my first year in office, we will develop and implement the following policy reforms to address this issue:
Establish Policy of “Unity in Diversity”: I perceive Nigeria as a harmonious nation rich in cultures, beliefs, and traditions. While valuing our distinct identities, I believe our diversity fortifies us. My administration will champion unity, prosperity, and freedom for every Nigerian as a national ethos.
Establish Policy of “Shared Vision on Poverty”: I intend to refocus our nation’s perspective from tribal and religious divides to addressing pervasive poverty, which is one issue that is prevalent in every tribe; one we can find a common ground. My administration aims to unite us under a common goal: eradicating poverty, rather than fragmenting us based on ethnicity or faith.
Promote Intertribal Marriages – “Biological Amalgamation”: Under my administration, we will focus on encouraging biological integration or amalgamation as a means to overcome the structural division initially introduced by colonialists to divide and rule. Working closely with the National Assembly, we will introduce legislation aimed at promoting intertribal marriages. To support this, couples from diverse ethnic backgrounds will receive incentives such as tax breaks, direct financial benefits, and preferential educational opportunities for children born to intertribal families. This approach is intended to foster deeper understanding and unity among the different tribes, moving away from the divisions of the past towards a more integrated future.
Establish Policy of “Residency by Domicile”: A new policy will be introduced, where extended domicile, tax contributions, community participation, and establishment of homes determine state residency. This will confer rights such as voting, pursuing public roles, seeking employment, and availing public benefits.
Addressing Youth Disengagement
Strategic Imperative: Establish National Youth Engagement Program
Creating opportunities for youth engagement in national development and providing ample employment opportunities to address youth restlessness and disenfranchisement is core to my social and economic development plan.
Today, our youth find themselves marginalized and without a voice. Successive governments have overlooked this crucial segment of our society, which holds the key to our nation’s future. The potential and perspectives of our young people, essential for building a prosperous tomorrow, have been consistently undervalued. My administration will make youth engagement a strategic imperative by implementing these initiatives:
Establish National Youth Engagement Programme (NYEP): My administration will revamp the NYSC to be more inclusive, opening it up to all young adults who’ve finished SS3 or primary school yet find themselves without work or opportunity to advance their education further. This expanded program, which I call the National Youth Engagement Programme (NYEP), will offer an opportunity for these youths to return from urban centers and contribute to their rural communities through activities like agriculture, sanitation, school maintenance, etc.
Engage Youth in Nation-building: The NYEP will be a 2-year initiative that not only provides jobs to our youths but also aims to engage them in nation-building and revitalization of rural economies. Participants will receive housing, skills training, meals, and stipend as part of the program. After their service, these young adults will be better positioned for government employment, receiving preference for jobs at state and federal levels, and within private organizations allied with the government. The anticipation is that these interactions will foster deep connections with rural communities, potentially leading many to make the decision to settle there permanently.
Addressing Pervasive Mediocrity
Strategic Imperatives: Promote a Culture of Meritocracy
Much of the country’s stasis can be traced to a lack of meritocracy that permeates the public and private sectors. An ingrained system that prizes seniority, gender, tribe, religion and party affiliation, over the skills of individuals is also contributing to our lack of economic progress. Political appointments frequently give precedence to party loyalty, religious and tribal affiliations, and favoritism, overshadowing the importance of competence and skill. The Federal Character program, originally intended to ensure diversity, has unfortunately been exploited, compromising merit-based principles. This practice often bypasses highly qualified and skilled individuals in favor of those with preferred connections.
Our nation is blessed with an abundance of talent spanning our 36 states, the Federal Capital Territory (FCT), and the 774 Local Government Areas. In every one of the six political zones, there is an impressive pool of competent individuals. This diverse array of talents and skills is more than adequate for staffing and managing both our economy and government, with a focus on ensuring that each state or region is represented in proportion to its contribution of talent.
In response to this, my administration will implement a series of policy reforms aimed specifically at addressing the problem of mediocrity that has long plagued our nation.
Implement “Employment on Merit” Policy: The practice of basing employment on factors like nativism, nepotism, tribal affiliation, religion, seniority, gender, status, or political party connections will come to an end. Under this new mandate, employment in any sector will be solely determined by qualifications, ensuring that only the most competent and qualified individuals are recruited.
Base All Federal Appointments on Merit: The federal character protocol will be supplanted by a system prioritizing merit, ensuring national roles are allocated based purely on capability and expertise.
Outlaw Employment Discrimination: My administration is committed to introducing and rigorously enforcing legislation that prohibits employment discrimination on any ground. We will ensure that anyone facing such discrimination is fully supported by the power of the government and the legal system.
Abolish Economic Parochialism: Economic nativism will be outlawed, ensuring that employment opportunities are not exclusively reserved for the native population of a particular state or district. We will guarantee that every qualified Nigerian, regardless of their state of origin, has an equal opportunity for employment across the country. No individual will face discrimination in recruitment processes simply because they are not an indigene of the state where the job is located. This federal law will take precedence over any state or local laws concerning this matter.
Addressing Talent Shortage
Strategic Imperatives: Bring Overseas Nigerians Back To the Homeland
The Nigerian diaspora, as estimated by the Nigerian government, comprises approximately 17 million individuals dispersed globally, with significant numbers residing in countries such as the United States, United Kingdom, Canada, and many other countries. This population is predominantly composed of professionals highly regarded in various fields including academics, business leadership, entrepreneurship, engineering, finance, technology, medicine, scientific research, sports, and the arts.
The repatriation of these skilled Nigerians can significantly benefit our country by infusing local industries with advanced technological knowledge, organizational practices, innovative business models, and global market connections. This can stimulate a cycle of entrepreneurial innovation and technological growth, potentially accelerating economic development.
To facilitate bringing our talents home, under my leadership, policies will be developed to encourage the return of these professionals to Nigeria. This will involve creating a conducive environment characterized by political and financial stability, security, intellectual property protection, ease of doing business, adherence to the rule of law, and freedom of expression. A free market for talent, free from ethnic and religious quotas, political patronage, and nepotism, will also be a priority under my leadership.
Accordingly, my administration will enact these key strategies to bring diaspora Nigerians back to the homeland:
Create National Talent Development Plan: A comprehensive plan, in collaboration with businesses, focusing on scientific research, sciences, engineering, technology, medical sciences, business leadership, innovation, entrepreneurship, finance, and agriculture will be developed before I take office. This plan will aim to recruit top talent, irrespective of tribe, religion, or political affiliations, to contribute to economic and social development.
Establish Exemptions from Federal Character Provisions: Certain strategic ministries, agencies, and institutions will be exempted from these provisions to enable qualified returnees to occupy these key positions. The initial list of such entities includes:
Establish Ministry of Nigerians Abroad: We will establish a new ministry to coordinate outreach to the diaspora, including annual awards for distinguished Nigerians abroad.
Establish Global Returnee Council: Reporting directly to the presidency, this council of diasporic scholars, scientists, entrepreneurs, politicians, and executives will work with the Ministry of Nigerians Abroad to formulate return policies.
Grant Lifelong Visas: We will immediately upon taking office grant lifelong visas to diaspora Nigerians without a Nigerian passport.
Facilitate Investment: We will amend investment laws and establish the Nigerians Abroad Investment Facility to simplify investment processes for diaspora Nigerians.
Leverage Diaspora Influence: We recognize and will utilize the influence of talented Nigerians abroad in foreign policy and public diplomacy, especially those contributing significantly to the United States and other developed nations.
Organize Annual Diaspora Conference: We will sponsor and promote annual events for diaspora Nigerians to engage with the government and Nigerian society, including entrepreneurs, investors, and cultural organizations.
Prioritize Stability and Safety: Ensuring the development of infrastructure and bolstering security are our utmost priorities, as we recognize that a safe and productive environment is essential to attract returnees. These elements are fundamental prerequisites for encouraging their return and integration.
Addressing New Revenue Sources
Strategic Imperatives: Deliver Cost Savings & New Revenue Generation
Nigeria is facing a severe financial crisis, with our expenditures far surpassing our revenue generation. Acknowledging that we have issues with both spending and revenue, we plan to substantially reduce government expenditures. However, cutting costs alone won’t suffice to fund the crucial strategic initiatives outlined in this Covenant. Therefore, generating substantial new revenue is imperative.
We have identified several preliminary sources for this new revenue. While some of these strategic initiatives can be implemented through executive orders, others will require legislation by the National Assembly. A majority, though, can be achieved via executive actions. I am fully committed to working in tandem with the National Assembly to efficiently fulfill the people’s mandate.
From the onset of my leadership, we will concentrate on significantly boosting revenue by implementing these vital policy actions, ensuring a more financially stable and prosperous Nigeria:
Combat Oil and Petroleum Product Theft: My administration is committed to deploying the full strength of the federal government, including advanced technology and extensive surveillance, to tackle the issue of oil theft, which is a crime against the Nigerian people. As stated previously, we will enforce the death penalty, ensuring that anyone found guilty of oil theft will be subject to the most severe penalty under the law, without any exceptions.
Increase Oil Production: My goal is to boost oil production from the current level of 1.3 million barrels per day (mbpd) to meet the OPEC+ quota of 1.7 million mbpd. Upon achieving this target, my administration will engage in negotiations with OPEC+ to further increase our production quota to 2.5 mbpd.
Focus on Large-Scale LNG Production for Export: Recognizing the significant market potential and revenue opportunities in Liquefied Natural Gas (LNG), my administration will prioritize and invest in this often-overlooked export sector. This strategic move aims to diversify our export portfolio and strengthen our position in the global energy market.
Reduce Expenditure: I’ve already set the wheels in motion. Beyond strategic initiatives geared towards growth, I’ve identified new sources of expenditure reduction. These new funds stem from measures such as streamlining and optimizing the federal structure, trimming national assembly expenses, curtailing corruption and inefficiencies in public procurement, and tapping into new internal revenue streams such as taxing corporations and the rich.
Issue Nigeria Renewal Bond (NRB): Under my guidance, we will introduce a Nigeria Renewal Bond that carries interest. Preliminary evaluations suggest that we can successfully mobilize $8 billion through the Nigeria Renewal Bonds.
This bond can either be acquired directly or via financial institutions and is open to all Nigerians. Although the funds generated from these bonds are not designated for a specific project, they will play a pivotal role in supporting the federal government’s mission to enhance infrastructure and fuel our emerging entrepreneurial landscape.
This bond will resonate with the patriotic sentiments and conscience of our people. Interest payments will be made at set periods, and once purchased, bondholders can hold onto their investment for a decade. The bond’s specifics will be set by the renewed Central Bank of Nigeria (CBN).
Initial feedback indicates significant enthusiasm among the Nigerian diaspora to back this initiative and financially support their homeland’s growth. The complete loan, backed by the federal government, will be repaid upon maturity, with interest earnings being exempt from taxes.
These revenue generation initiatives will add $33 billion to the treasury in my first year in office. Over a decade, these revenue enhancements will funnel an extra $330 billion (see details in table #1 below) into our national treasury, which can be allocated to infrastructure development and other growth-driven projects.
