MAKING THE COVENANT REAL: AN IMPLEMENTATION PLAN

The history of policy initiatives in Nigeria is often marred by inadequate implementation planning and actual execution, leading to their failure. However, this time, the narrative will be different. “Making the Covenant Real” is not just a statement of intent; it is a vow to turn plans into action.

This commitment recognizes that the true strength of our covenant lies not merely in its visionary aspirations but in its actual fulfillment. Our implementation strategy is more than just a plan; it’s a carefully crafted guide designed to maneuver through complexities and materialize the strategic initiatives of the covenant into tangible results.

This journey, demanding patience, determination, and united efforts, promises significant rewards: the realization of our covenant and the transformation of our nation. The implementation process will be carried out through a sequence of well-structured programs, each spearheaded by skilled project teams.

These teams are chosen for their expertise and effectiveness, ensuring that the execution is not hindered by the typical constraints associated with government bureaucracy in ministries and agencies. Instead, we’re adopting a more dynamic, results-driven approach, focusing on delivering real, measurable outcomes that reflect our commitment to change and progress for Nigeria. Our implementation framework will include:

Foundation and Detailed Assessment
At the core of our implementation strategy is a comprehensive and detailed evaluation. We will meticulously examine the problem areas, pinpointing the focal points for each strategic initiative, identifying the involved stakeholders, and assessing the necessary resources. Grasping the subtleties of the environment in which our plans will unfold is crucial for crafting strategies that are not only impactful but also enduring.

Establishing Clear and Measurable Goals and Objectives
Our approach will be to set distinct, measurable, and attainable goals and objectives that align with the overarching vision. These goals and objectives will be segmented into smaller, manageable milestones, allowing for consistent progress tracking and necessary modifications along the way.

Defining Roles and Maintaining a Performance Scoreboard
My administration will clarify roles and responsibilities, outline key deliverables, and establish a realistic timeline to ensure effective implementation and monitoring. We’ll maintain a monthly scoreboard, transparently presenting our progress and results to stakeholders and the Nigerian populace.

Inclusive Stakeholder Engagement
The realization of our goals requires collective effort. We will engage a broad spectrum of stakeholders, from community leaders and policymakers to ministries and initiative beneficiaries. This collaboration is aimed at harmonizing expectations and goals, eliminating obstacles to implementation, and fostering a sense of shared ownership and responsibility.

Resource Management: Allocation and Accountability
Resource management is the backbone of our plan. We commit to judicious resource allocation, ensuring transparency and accountability, thereby upholding the integrity and effectiveness of our initiatives. We’ll engage top-tier talents globally to support our endeavors.

Ongoing Monitoring, Evaluation, and Open Feedback Channels
We will continuously monitor and evaluate our initiatives, using stakeholder feedback to refine and enhance our strategies over time. We will transparently recognize where we have succeeded and where we have not met expectations. When necessary, we will implement corrective measures to realign our course.

Effective Communication and Transparency
A dedicated communications team will ensure clear, consistent, and transparent messaging, building trust and credibility. We aim to keep all stakeholders and Nigerian citizens well-informed and engaged throughout this journey.

Leadership and Results-Oriented Oversight
I will appoint an Implementation and Results Delivery Czar, reporting directly to me, to manage planning, coordination, and execution. This role will ensure focused leadership and a single point of accountability for the entire program.

Expert-Led Initiatives and Knowledge Transfer
Each initiative will be spearheaded by experts with deep problem-solving skills and subject matter expertise. These professionals, sourced from within Nigeria and the diaspora, will lead the projects until successful completion, after which the teams will be disbanded.

Training for Sustainable Progress
To ensure the longevity and continued success of our initiatives, these teams will provide necessary training to ministry and agency staff before disbanding, guaranteeing the sustainability of outcomes.

Organizing For Implementation Success

To guarantee effective governance and execution, we will establish a streamlined and competent implementation organizational framework that includes various tiers of responsibility, accountability, oversight, transparency, and performance measurement and reporting (figure 1 below).

As shown in the figure, the implementation structure involves a cascading execution model, in which a competent Czar supervises the entire program from start to finish. The Czar is responsible for making critical decisions and reports directly to the presidential office, not ministries or agencies.

The Czar’s responsibility encompasses establishing the overarching vision and strategic objectives, measurement metrics, performance baselines and tracking system, as well as the allocation of resources vital for successful outcome.

Furthermore, the Czar will bear full accountability for the cumulative outcomes of the program. Despite the potential turnover of politicians within the program committees, a steadfast team of specialists will maintain the program’s continuous flow and credibility.

A Program Director will spearhead each initiative area, guiding a dedicated project team in devising and executing the necessary strategic objectives within their domain. Later, detailed implementation plans will be developed by the Program Director of each program area.

Ensuring the successful realization of the Covenant’s benefits is at the forefront of my priorities. I commit to actively championing this cause, personally overseeing the removal of any impediments to its implementation. We will ensure that the designated Czar is fully resourced and empowered to implement all strategic initiatives in a phased manner, with a focus on delivering concrete, measurable results to the Nigerian people.
